SOPEP Regulatory Updates
Under MARPOL Annex I, Regulation 37, oil tankers of 150 gross tonnage and above, as well as non-oil tankers of 400 gross tonnage and above, are required to carry a Shipboard Oil Pollution Emergency Plan (SOPEP) approved by the Administration.
According to the Guidelines for the development of SOPEP (resolution MEPC.54(32), as amended by resolution MEPC.86(44)), the plan must include an appendix listing the agencies or officials responsible for receiving and processing pollution reports, as developed and maintained by the Organization in line with the Convention.
To comply with MARPOL Annex I, Regulation 37, and MARPOL Annex II, Regulation 17, the International Maritime Organization (IMO) provides a list of national operational contact points responsible for handling urgent reports on incidents involving harmful substances, including oil, from ships to coastal states. This list has been updated quarterly since January 2018 (on 31 January, 30 April, 31 July, and 31 October) and is available for download on the IMO website.
ISM Code and Emergency Preparedness
The ISM Code, specifically paragraph 8.1, requires companies to identify potential emergency situations on board and establish appropriate response procedures. Maintaining an up-to-date SOPEP manual is a prime example of this preparedness. Regularly updating the SOPEP Contact List not only helps prevent deficiencies noted during Port State Control inspections or ISM audits but also ensures the crew has accurate information when needed.
